TIDEWATER CHAPTER

     MINUTES OF THE JULY 16, 2008 MEETING

       GOLDEN PALACE RESTAURANT, HAMPTON, VA

Thirty three members (33) members and two (2) guests in attendance.

      The meeting was called to order by Chapter Vice Chair Kathy Wojciechowski at 11:45 a.m.. After reminding everyone to visit the newly returned buffet for lunch, Vice Chairperson Wojciechowski began the meeting with announcements about the September chapter planning meeting where we will outline our activities for next year, and identify members to fill our chapter offices and committee positions. She then inquired if everyone who wanted slides from last month’s ATF power point presentation was able to obtain them online. She also announced that the second drawing for he free registration for the ASIS  exhibition  in Atlanta would be held at the end of today’s meeting, and finally , she  reminded everyone about the September meeting where our guest speaker will be a member of the U.S. Postal Inspectors. Vice Chairperson Wojciechowski recognized members Jack LaGrand and resident FBI agent  Kenneth Welch who spoke for a few minutes on the value and benefits of becoming members of the INFRAGARD network.

     As the members enjoyed their lunch, the guest speaker F.B.I. Senior Special Agent Ed Buckley was introduced, and for the next 42 minutes he discussed the F.B.I.’s Field Intelligence Groups (FIG’s), and their importance in  supporting the Bureau’s counter terrorism mission. Starting with the C3 team, he discussed the collection, domain and targeting aspects of the FIG’s, as well as the importance of embedded intelligence, human intelligence (Humint) cells  & cross collection and threat driven operations. He went on to explain the FIG mission statement  including the domain and collection aspects as well as the role of the Chief Reports Officer who basically has three functions.  They are: (1) to provide squads with investigative analytical support which is enhanced by daily liaison ; (2) to exploit intelligence derived from investigative squad activities, including investigations and operations involving confidential human sources; (3) focus collection efforts by exploiting requirements and confidential human source placement and access. The mission of the human intelligence cell is to systematically identify , develop and exploit confidential human sources in a manner that best serves the intelligence requirements of the F.B.I. field offices. Agent Buckley went on to discuss the roles of the desk officers, handling agents, intelligence analysts, and financial analysts. Under the sub-topic of human intelligence operations, he not only explained the theory and practice, but he also explained how the FIG’s and the case squads work together, and the ground rules for improving the relationships between members of the FIG’s and the other law enforcement agencies. Finally, Agent Buckley showed a slide from 1995 which showed the Bureau’s change in attitude about intelligence since 9/11.

      After answering questions from the members, Mr. Buckley  was given a round of  applause from the members for his outstanding presentation, and Vice Chairperson Wojciechowski presented him with a Certificate of Appreciation and a small gift from the Chapter. She went on to recognized new members and to officially welcome them to the Society and the Chapter. Treasurer Shawn Deans gave his monthly report., and the drawing was held for the second free registration to the ASIS  Exhibition . Gary Nye was the winner.

     Having no further business, the meeting adjourned at 12:54 p.m..
